Is this Rudbeckia h. 'Indian Summer'? It's one of our favorites!

We love this variety and use it often in the landscape, although a bit temperamental to site preparation, we use it more as a seasonal addition. I'm wondering if you can elaborate on how you maintain this planting?

    The plant in this image is actually Rudbeckia fulgida
    var. sullivanti ‘Goldstrum’. The flower is almost identical to Rudbeckia
    hirta ‘Indian Summer’. The main difference is that ‘Goldstrum’ is a
    perennial and ‘Indian Summer’ is typically a biennial, though it depends on
    where you live. Biennials live only two years, and bloom only their second
    season, then die after reseeding heavily. We find that our standard soil
    preparations of proper decompaction and 6” of fresh or amended topsoil is
    enough for this perennial to thrive.
